Digitale Lehre: What is democracy promotion? And who, if any, has the responsibility to promote it? Can we consider it an ethical and moral responsibility? Is it a legal obligation? Or is democracy promotion itself considered an anti-democratic practice? In fact, the very essence of the term “democracy promotion” is being questioned both by academics and practitioners in the field alike. This course delves into the complex landscape of democracy promotion, exploring its theoretical foundations, practical dimensions, and evolving challenges. We will critically examine democracy's universality, the role of various actors in its promotion, ethical dilemmas, and success measurement. Additionally, we will explore the impacts of technology and Artificial Intelligence (AI) on democratic processes, both in terms of opportunities and threats. In addition to the theoretical framework and academic debates, this course will offer you an opportunity to learn about the work of actors involved in the practice of democracy promotion, including governments, international governmental and nongovernmental organizations, with a focus on electoral processes and civil society assistance, in which the tutor has significant first- hand experience. In this seminar, the lectures are designed to complement the readings provided in the syllabus. The lectures will not replicate or summarize the readings but rather offer additional insights, critical analyses, and real-world examples to deepen your understanding of the topics discussed. These lectures are an opportunity to engage in interactive discussions, debates, and reflections that will enrich your grasp of the complexities surrounding democracy promotion.
