Official Course Description:
Since 1945, understandings of "development" have undergone considerable change. The United Nations system has accompanied key development paradigm shifts in several ways. It has convened debates and global conferences, codified norms and launched global development goals, constructed global and regional institutions, produced research and new data, and generally has aimed to catalyze change. Learning from successes – and important failures – at global, transnational, and local levels can inform future collective efforts to support the well-being of individuals and communities, in industrialized and developing countries alike. This seminar begins by examining the question, "what is development?" from multiple disciplinary perspectives. The second part considers historical legacies and roles of the UN system in the global politics of development between 1945 and the late 1990s, including in the context of decolonization, challenges to liberalism and the so-called Washington Consensus, and the human development paradigm. Third, we will analyze the design, innovations, and several implications of the millennium and sustainable development agendas from 2000 to the present. The fourth part examines selected roles of the UN development system and linkages in specific issue areas: environment, gender equality, health, human rights, democracy and good governance, and the new concept of "leaving no one behind." We will conclude by considering how the UN system and other actors might rethink development approaches after the Covid-19 pandemic.
